Ahmed, you could definitely go that route, but it is more difficult for most people to visualize what the mesh topology should look like by starting to make a mesh from the start. When you have a detailed sculpt ready, it is then much easier to make a beautiful mesh, because you can start by making the mesh for important defining shapes and then connecting those.
Although I am a beginner, I've noticed that it is much easier (for me) to make a sculpt first
definitely easier taking on one thing at a time
1. scuplt without worry for the topology makes getting the model from start to finished/detailed much quicker and easier
2. as already stated then you will have a much easier time deciding what good topology is without having to create the finished model
3. when you have good topology you can project the high resolution finished detail onto the good topology...
Adding to that why spend time with topology to then sculpt over it and completely change the topology only to go through retopology again.
