Umm, hello :)

Why did you set the Specular IOR to 0? Isn't that ignored when you set Metallic to 1?

    Hello Tom. Can you give us a time stamp? If I can take a guess, Kent always says it's all about artistic freedom and bending the rules. If it looks good, it don't matter if it's physically accurate.

    When metallic is set to 1, the shader assumes the material is 100% metal and ignores the specular input because, in this model, all of the material's color information comes from the base color and the reflectivity is handled by the metalness and roughness settings, not the specular parameter. A metallic material has no diffuse reflections; its color is defined entirely by specular reflections, so a separate specular is redundant.

    You are absolutely right, the IOR Level of the Specular has no effect when Metallic is set to 1.

    So, although it is unnecessary to set that to 0, it also doesn't do any harm. 

    It's probably just something like a left-over force of habit from Kent to do this.
