I want to create, design and animate 3d characters but drawing them may be impossible bar to clear for me. Is it viable to be creating characters from scratch without 2d references?

You can make your characters directly in 3D without modeling sheets.
But I wouldn't work without references. Like, when you, for instance want to make a Pegasus, you'd have some references of horses and some of birds and maybe other flying creatures.
If you're going straight for modeling, pushing and pulling vertices, then you surely need reference, a turn table, a mockup, blueprints, something you can trace, because just modeling out of thin air is super difficult and not recommended at all. Sculpting on the other hand gives you a lot more freedom. With sculpting you can have a blob of geometry and you can just sculpt away with whatever your imagination brings. So with sculpting is much more feasible, but even then a concept art is going to be very useful. So basically it feels like you could, and in principle you can, but it's better not to. It would be like driving blindfolded, you can do it, go right ahead, but you really shouldn't.
