You now have to install it thru extensions. Either thru Blender's website(Download and then install like a normal addon) or go to extensions section of preferences. If it's your first time it will ask for permission to connect to the internet. Then type grease in the search bar and click install button. If you want to keep blender from connecting to the web after that goto system section of preferences and under network uncheck Allow Online Access.
