my process:
1. create cube object, and make it follow a path of a curse with a Curve modifier.
2. Then add a Volume empty object, and target the cube object with a Mesh to Volume modifier. Then add Volume Displace modifier for noise texture.
But it's not quite cloudy. Help?

Play with the settings; increase the Strength of the Volume Displacement, change the size (and or type) of the Texture and maybe add one or more noise texture(s) to the Density of the Shader:

Not so much the Eevee part, but to learn how to use noise textures to make cloud shapes.
