If you go to the fundamentals of sculpting class you'll find the recorded live-stream, where Kent shows how to set up voronoi textures that produce this effect. I could not reproduce all of the tricks shown because my model is at a different scale and the values didn't work for me. The next blender release 3.1 will bring better caustics to cycles. Maybe it'll be possible then to send light through a warbled glass plane to get the same effect.
