Turns out that Blender's a pretty good replacement for ToonBoom, too. :
Done by painting the character parts into separate layers, exporting each as a transparent .png, then creating and rigging a quick mesh around them (imported as textures). Took about 5 days to get the art like I wanted it, plus another three for posing, sound sync, and cleanup.
I placed 37 out of a field of 117 - not bad for a beginner.
