Wouldn't you just have a shrink wrap and sub div for that?
QUESTION: How would you retopo the character with all the muscles definition? Or it would be a too dense mesh?

Q: Ask JonW to do the eye mesh creation again and speak about the tools techniques. It was done quite rapidly
There's a file that ends in .blend1 make it .blend then open it. It will be the save before the last save you did.
