I'm trying to merge the vertices of the first and the last "Array Modifier" duplicate with scaling my tyre segment along this object's local x-axis but there doesn't seem to be any snapping effect at all. File is here. But even if it works, the last segment probably won't have exactly the same width as the other segments since the merging causes a slight stretching even if the viewer won't be able to notice that. Therefore, the "Simple Deform Modifier" in "Bend" mode with a 360° angle should be more accurate.
duerer of course there is no merging of the First and Last elements of the Array , while they are on the extreme ends of the array!
The array is not yet made into a circle, because the Curve Modifier comes after the Array Modifier! (This is what this is about: Modifier Stack Order...) You could use a Weld Modifier at the end, but as you already noticed yourself, that would stretch the first and last segments slightly.
The Simple Deform is doesn't have this issue (the stretching), but you will still need a Weld Modifier to merge the ends.

PS: Just as a quick footnote for people wondering where the "Weld" modifier is: It's part of the "Generate" modifiers class since Blender 2.83.
If you look closely, you can see that in above Screenshot I used 2.82 (because your question was about 2.82..); it already has the Weld Modifier;)
