I have tried deleting this image sooooo many times but cannot seem to figure out how to remove it from my blend file. This is the custom default file I wanted to open blender with but I forgot I had this image here when I made it.
I was using the b-painter addon to make it but I don’t think the add-on is holding it captive because I can successfully delete the image but when I save and reopen it comes right back.
It’s just an annoyance at this point but a pretty big one. I don’t want to reload factory settings. Is there another work around? I already tried deleting it in the Blender File settings in the top right (shown in the image)

Open Blender.
Delete the Image. (Maybe also from the Image Editor if that's the one you want to get rid of)
File > Defaults > Save Start-up File.
That should work.

I am not sure how to delete it from the image editor unless you mean by Holding Shift + Click when clicking on the 'X' for the image
The moment I delete it in the Blender File menu it disappears from the image editor and acts (for all intensive purposes) as if it is completely gone. I don't see it anywhere anymore.......... until I open it again
I have currently tried re-saving the startup file (or even just save it as another file) and after closing and opening blender or just opening the file, it magically appears again.......

Do you see any image in the image editor? Or can you select it from the list of images already loaded?
Nope, the image list is empty and this is exactly what I see when opening your .blend.
Did you try moving the image in question to an other location on your hard drive?
That way Blender won't be able to find it. See what happens then...
Interesting. I’m not sure I saved that image anywhere haha. Is there a default place that blender stores such data?

spikeyxxx Not sure how it was being held hostage but I decided to remove the Bpainter Add-on as a test and after reloading the image was gone.
I reloaded factory settings after that just to start over to be safe on anything else I foobarred.....cringe. Darn reset.
Glad it worked. You're probably right: the addon must have kept it in its addon folder.
Blender doesn't store images, unless you pack it into the .blend file (File > External Data > Pack All into .blend).
It just remembers the path to the image, so, it knows where it is on your hard drive.
