If i make an animation with 15 Frames for example than i have a game it runs on 60FPS or 120FPS for example . Looks this animation than faster? I know it's maybe a weird question sorry for it :)

Nope! That used to be a problem with old game engines, but having everything in the game tied to frame rate caused a lot of strange bugs. Nowadays, frames get converted into seconds by the game engine, so you could import a 24fps, 30fps, or 60fps animation into Unity or Unreal and they would all start and end at the same time.
