when I download a jpg image into the image editor it closes the program version 2.8
Well that shouldn't happen of course.
Do you have the latest stable version from Blender.org: 2.81a (2.82 was expected Feb 13th, but didn't make it yet, so probably next week). There used to be a similar sounding bug around April 2019, but that has been long solved.
Are your ('usual suspects' ) drivers up to date?
