How does it suddenly become the same size as the outer cylinder? I don't see a screenkeys S operation
ddigdoug ... It appears that Kent has snapping set up to affect scaling and presses the CTRL key to snap the cylinder to the other cylinder. It also appears that the S key press may have been unintentionally edited out of the video because he is definitely scaling when he pressed the CTRL key.

I think Paul is correct, a screenkey was accidentally edited out because there was definitely a scaling operation.
At 13:40, the inner cylinder is scaled at 1.0, while at 13:45 it is scaled to 1.183.

I got stuck on this as well and just copied the scaling values manually (1.183) to proceed.
