I've been meaning to play around with this asset: https://assetstore.unity.com/packages/tools/physics/nvidia-flex-for-unity-1-0-beta-120425 but from what I've read there isn't a lot of documentation on it so it'll mostly be playing around with various settings and tools available to get what you want.
