The problem:
Ringer goes right through the bell...
I'm not sure what needs done to prevent this from happening.
The set up has a a rig of vertices with a cloth modifier, parented to bones and constrained to empties to create a jiggle motion...
Any ideas or hints?

That worked.
Made the bell collision, and then gave the cloth thickness. It worked great.

Hide cloth sim from inside bell
Animate bell it self to match ringer
Make paper bend and twist.
