I want to pin vertices from my cloth mesh to collide mesh, run the cloth simulation, and retrain the original lengths of vertices on the cloth mesh before the pinning. I can't get it to work D= anyone wanna help me?

Assign the verts that you want to add to your pin vertex group and then go to the cloth simulation in the physics tab, and check the box called pinning. Now select teh pin vertex group from the dropdown menu below it and when you run the cloth sim , the verts in the pin group will stay where they are.
Not sure if that is what you are looking for , if not then could you try to be more clear.

after it has been pinned by stretching the vertices around the neck like so
after running the simulation the stretching the vertices to the neck it retrain that length

No worries :) . The result you are looking for may be easier achieved with modelling and/or sculpting instead of a cloth sim if Jonathans solution still does not fix the issue.

okay I know where my problem is at
When I assign key 1 value to 0 at frame 1 and then go to frame 15 to set the value to 1, it doesn't seem like I was able to save that key frame value, because when I click out and back on to frame 15 they value is back at 0 again.
there must be something that I am missing or not doing correctly, I am sorry for all this questions, it is probably really hard to know what noobs like me are actually doing wrong.

alrighty! I think I was able to change target my problem! so what is happening is in the shape key I did setup basis and Key 1 like in the character tutorial but there is some differences, when I slide value of the Key 1 from 1 back down to 0, it does not change back to how it looks in the basis.
Will keep trying, I know maybe I can go around it but I just really want to know how to do this.
