Although I've managed to get lights work quite similarly as in exercise (night version), I am unable to achieve those nice translucent bright lamps. Can you give me a clue, please?

Raising the intensity leads to more light in the room. Of course, the translucent effect is more visible, but still no match to the reference render. My guess - something has changed in the translucent shader itself from the blender version the tutorial was made (2.76) compared to version I am working in (2.79).

Are you using render clamp indirect/direct settings? That can clip out the bright areas when enabled.
