Hi,
when I loop select the tail cone verts and try to extrude them they don't extrude along the path of the rest of the tail. And when I try to scale them the circle deforms to an oval shape.
What am I doing wrong here?

I am having the same problem. You say to include the faces, but in the tutorial you have vertex select on, hit E and drag over without pressing anything else. Is there a setting that would cause this not to happen?
Because I do the same and press Y to go along the axis and the mesh goes with the curvature but the vertices do not:

I realize after scaling it is essentially the same result, I am just a little uncomfortable not understanding why it behaved differently.
i was having the same issue, it seems when i removed the wing from the shrinkwrap group everything got removed.i fixed it and now i get the same effect as in the video although when i extrude the mesh wireframe still appears to go straight along y axis wheras in the video it follows the shrinkwrap, im assuming its because of changes to blender as i havent found another way to replicate it ( apart from making custom orientation or the other solutions i found online that dont seem to be whats being done in the video. anyhow, i solved this on my own and now demand a custom badge and some more xp
