If I have single mesh that has 'duplicates' of the same geometry throughout the mesh, say something like a sheet of metal with a bunch of nuts sticking out of it that are all the same shape and size, is it alright if I 'recycle' a part of the normal map for all of the nuts?

    Yes absolutely. In fact, "recycling" is the name of the game with asset creation for video games. Pretty much in any context (modeling, texturing, rigging, etc) it helps to optimize the game's data and performance.
