When I import one of the characters from the file provided, the rig and mesh are on the same layer. Is there an easy way to move the rig to a different layer than the mesh or do I have to select each control separately and move them?

Link in the group, then create a proxy of the rig and then move the proxy to the layer below your character mesh.
