Maybe you can get a hint or two from these lessons that involve liquid:

    Ocean in Session: https://cgcookie.com/lessons/ocean-shading-lighting

The Dew Droplet in Sessions: https://cgcookie.com/lessons/dew-droplet-shading-lighting

Bodies of water from Shader forge: https://cgcookie.com/lessons/bodies-of-water-introduction

And alternatively you can check superhive for shaders and products: https://superhivemarket.com/

You can also "cheat" and use a texture if you want. Depends what your end goal is.

You can use fluids yes, but still you need a shader for the fluid. You can also use a solid mesh and it's the material that will give it it's water like feel and property. The fluid sim wil make it ehave like a fluid in an animation more than anything. You usually need more the look of liquid than the feel of liquid. Sometimes you need both. So depends on your need, but the shader is crucial. Sounds like you would have a better time downloading one from Superhive.
