I suggest you start simple. Practice on simple geometry, the goal is to try and get the dynamic camera motion, but it's not only the camera, it's also the music, is the environment going by fast, it's the details on the road, the light streaks, etc. So start by trying to imitate what you see in the video, so you get the hang of it. What I'm trying to say it's that it's not only a matter of telling someone where to place the camera, it's mostly art direction.

Planning is key. Start with basic script detailing the action you want. Then move to storyboarding. If you're like me and can't draw, then use simple mesh shapes to convey the key shots and motions you want. Then move on to basic animatic with scratch audio. This will help you narrow what you need to create and what type of camera work you will want.
The hotkey that is your friend is Ctrl+B in the timeline or dopesheet editor. It may work in the graph editor, but I haven't tried that. Select your camera in 3D viewport or outliner editors. Adjust playhead in either timeline or dopesheet editor to the point you want to switch cameras and with the mouse cursor still in the timeline/dopesheet editor press ctrl+b to add a camera switching marker. Note: In older version of blender you will need to create the marker(m) then press Ctrl+B.
Another technique that can be useful is to break the shots into separate scenes and then combine in the Video Sequence editor. Note: The VSE combine part needs to be a separate scene.
For the shaking you can use noise modifier on the location channels of the camera. You could also use Camera Shakify extension which can be downloaded and installed thru preference->Extensions. I personally use Add Camera Rig extension. It makes camera work a lot easier. Especially if you have experience with real life camera dollies and cranes. You can use paths to act like dolly track.
Animate the motorcycle and character first with basic camera movements. Then do the more detailed camera work.
