    Solution

    Hi Christopher GGrimpolian ,

What you can do, is ALT+S and then immediately ENTER. Then in the Adjust Last Operation Panel (or F9), you can adjust the Offset. Entering a number, or sliding (holding SHIFT, to make it 'go slower').

Also maybe what was throwing off the mouse sensitivity was that you might have had the mouse pointer to close to the origin of where the operation begins. So close to the vertices or faces origin you want to cause the operation of. Another thing is when you are very zoomed in on very small objects, such as the console your modeling, since dimensions are tiny, ay move of the mouse can feel a lot, so it's better to zoom out a bit.
