However... It's not doing anything --even when I stack it to be the first modifier

First set your Object to Shade Smooth, then Add the Smooth By Angle Modifier...

But it's a lot faster to just set the Object to Shade Auto Smooth, Blender will Add the Modifier for you.

It will also depend on your geometry. You might have errors in your mesh and then it wont work properly. So if things aren't working, post screenshots so we can help you diagnose a problem if any comes up.

Tried both suggestions.. no change. However then... I noticed I had the cartridge visibility turned off.  Oops. But now when I turn that on things get even more wonky. So must have been an accident, slip of the hand... bc (arrrgh) on closer inspection I see the Cartridge and the Console are exact duplicates --just one console has the cartridge and one console no cartridge. Making matters worse. The arrows, circle were added to the no console with no cartridge --So I guess I have to delete the console with no cartridge, backtrack and redo the arrows, circle. And THEN come back to address this smooth shading.
