Don't worry man, it's all part of the learning. To be confused is like to be on the Grand Theft Auto world map and everything is dark and in fog, and as you move forward and discover stuff, the map begins to clear up and you can see everything clearly. Things will clear up the more you practice. Also remember, if you haven't watched it, there's the Fundamentals of rigging, where it's all the basic concepts first:

As with many things in blender it depends. If you want the wheel to automatically roll then yes. If you animate the wheels manually then no.

This lesson isn't necessary for you to animate the car at the end of the course, but it does deepen your understanding of many things in Blender.
In the final rig, the rotate of the wheels is handled by a python script. However, there are a few technical steps to set up in order for it to function correctly.
I can't remember if you have completed the CORE Fundamentals of Rigging or not. But as Omar suggests, this would be a great idea if you haven't.
