There are Keyframes on the Wheel, but no Driver (it's not being Driven). You can Select the one being Driven, or disable the blue 'arrow' Icon, to show all Drivers (not only Selected ones):

If you are following along with the exercise about adding the driver, then you don't want to add an animation key frame. You want to add a driver, (which will then show up in the window on the right hand side)
However, If you are undertaking the other exercises that use animation (and not a driver) then you want to change the window on the right hand side to show the animation data and not the driver data.
Those windows look very similar but they show different data.

Make sure you follow along with the same steps you see in the video lesson.
You can only type some things directly on the driver in the way you are attempting.
You will need to define what the variables are in the drivers editor. This is shown in the video.
Blender doesn't know what "loc" is until you tell it. You do that in the other window.
To answer your question about whether this is mandatory to get the animation.
It is if you are going to drive the rotation on a single axis. This means you can set it up and then you can just translate the 'car' forward and backwards and it will calculate the rotation automatically.
