No matter what I do, my scroll wheel just zooms in and out when I try to adjust the proportional editing scale.
You need to be on a transform first. That means whatever selection you have, you need to be translating with G, rotating with R or scaling with S and then when one of those transform is active and you have proportional editing on, you can scroll the mouse wheel to reduce or increase the influence.
