can I do this without bloom

    The answer is yes, but it won't look the same. Bloom is now a node in the compositor. Goto compositor editor, and check use nodes in the header. Then with mouse cursor over the compositor press shift+a->filters->glare.  Drop it between view layer noded and output node. Change streak to bloom. Then back in 3D viewport to the right of the 4 shader spheres click drop down and under composite click all or always(I don't remember the exact name) you have to be in render shading mode to have that option. It might be in material preview also. Now you can continue and have bloom.
