Is it possible to set a minimum value when using the pen pressure w/ a pen and tablet? Something like this tut. on youtube, but I can't find these settings.
I really like turning on the pressure sensitivity AND the strength sensitivity for doing certain things while texture painting, but would really like to be able to increase the minimum radius (and at the same time, I'd enjoy having more control over the ranges of both radius and strength).

That video uses Grease Pencil (in Draw Mode). You don't have those Brush Settings in Texture Paint Mode in Blender. The Maximum Strength or Radius are just what you set in Blender.
Depending on your tablet, you might be able to set a minimum in the pen/tablet settings.
Dang, algood! There probably are settings in the wacom app (haven't looked yet) but I imagine it would be more of a universal setting. I'll see if there is an addon that allows me to set it for texture painting. Cheers!
