Restrict Weights is real thing?

It's striking me odd that Restrict Weights is a thing.  All I see being done is remove some Verts from the Ear.L group and it makes logical sense to me that without the verts in the group, you don't have anything to restrict.  How is this a thing?  Restrict button has to be enabled before I remove the verts from the group?

    Just finished the Mask section of the lesson and now feel like this a lot better than restrict.

    Restrict has nothing to do with removing Vertices from a Vertex Group, but it restricts the Weight Painting to (the Vertices that are part of) the Vertex Group.

    Wayne removed some Vertices from the Vertex Group, because all Vertices where part of that Group, so you wouldn't have been able to see any difference between having Restrict enabled or not.

    I'll stick a pin in this one and work with it later.  I'm continuing onward.  Thank you for the response.  The masking section afterwards made a whole lot more sense to me.
