Unexpected Scale Behavior

The description in the video says it all.  Unfortunately, I didn't copy it to paste here.  Thank you in advance for any answers.

    doesn't look like a problem to me...

    Offset allows you to offset the starting values of the scale of the owner from the target when enabled, 
    When disabled the scale values are identical, no offset, meaning you can't have different scale values on the owner than the target.

    Exactly as it says on the tin, and demonstrated in the lesson.

    The problem is ...was...I thought the Owner had changed its shape because the Offset was pressed.  It was but the other button pressed was the Make Uniform, it was pressed off.  The Owner simply changed because of this and not because of the Offset.  My bad.  Once the Uniform was taken off, the Owner just reverted to the info from the Target.  I wasn't seeing the forest for the tree.

    Those pesky trees!

    You can think about like this - when the offset is off, it will copy the target exactly.  It's very strict.

    But when offset is enabled - it let's it off the leash a little.  It essentially says, ok you can do what you want, but you also have to jump when I say jump.
