Hi Ahmet,
CTRL+R makes a Loop Cut. And a Loop Cut only goes through Quads. As soon as it meets a Triangle or an N-Gon, it stops.
Look very closely at where your Loop Cut stops and you'll see, why it stops there (hopefully, if you can't see it, look again).
