Frosted glass with a depth effect?

Hey folks, could you guide me through ways to achieve the glass effects as seen in the photo below, please? It seems that the roughness depends on the depth, but I can't figure out the way to do that in Blender

    I imagine there is an atmospheric element to the image you posted.
    Adding volumetrics to the scene along with DOF and Spikey's example for the glass, will get you pretty close I think.
