I can also confirm the snow looked DRASTICALLY different on 2.78 I even downloaded 2.75 to test it out and it still looked different, I downloaded 2.71 as it is the version you are using and got the desired result http://sta.sh/25848oc11rb

Ahh indeed, the displacement options have moved in the properties panel. Now they reside in the Materials panel under the "Settings" dropdown.
Note that they still require "Experimental" to be checked in the render settings.
