As I struggle with this one, I find myself wondering something: is there a reason why one would polish the head motion before polishing the feet?
I feel there's a joke in there somewhere, but I have some other questions to get to. My guess would be that you'd start considering what informs what. For example I'd guess the feet informs what the head is going to do so you start with the feet. I'm just guessing, throwing it out there in case it sticks, Wayne will probably come from Friday and post back in time on Thursday and squash my answer.

There's always a little bit of back and forth with different parts. ie - you adjust this part and it breaks another part etc
But the most important part in almost every animation is the body (in this case - the body is really just a head).
If the head is feeling right, you can adjust the feet to that. Because they are essentially his 'hips', you might make an adjustment to the foot that makes the foot look perfect, and then later need to push the head lower (or something), now your perfect foot has a knee pop.
But as I said, there's always a bit of back and forth. But always try to aim for the most important part first.
This is usually the body, but you might be working on something where the foot needs to be in a specific spot at a specific time, so then you would adjust the body to match the foot.
