I'm not really sure what's going on but I'm not able to select any geometry while under the "modeling" tab, but I am able to under the "layout" tab. When selecting an object under "layout" the move gizmo/tool stays at the world origin where the 3D cursor is even though the geometry has its own origins on the model/geometry. The "gizmo" tool for move, scale, rotate is staying wherever the 3D cursor is instead the model itself, this is happening in both edit and object mode.

I am confused as to what you mean... where the Gizmo is, doesn't have to match what you have selected; for instance, when you have the 3D Cursor as Pivot Point, the Gizmo will always be at the 3D Cursor....
However, the Pivot Point is 'global', it would be the same at the Layout and Modeling Workspace.
There are different colors for Unselected, Selected and Active, that is how you see if something is Selected or not.
A couple of things can be happening here. Firstly remember that each tab retains the settings you set there or the ones that come by default. So in each tab there can be different settings turned on or off, for convenience of the workflow.
If the gizmo is where the 3D cursor is, then probably the pivot point is set to 3D cursor and the gizmo moves to wherever the cursor is.
Also maybe since when you go into the modeling tab it automatically puts you in edit mode, maybe you have overlays turned off and it creates the illusion on not being able to select anything.
And often one that fools everyone is the Tweak Tool, that tool doesn't select like you normally do with click and drag, you have to point and click, and you may have cycled to it with a hotkey in that tab and it stayed with it.
And lastly objects in the outliner may be locked there. Check in your filters
They should be On
Thank you both so much - it was the 3D cursor that was set as the transformation/pivot point and overlays being turned off. I am still new to Blender and have only been using it for a little over a month as I'm transitioning from Maya, so I'm still getting used to things. I appreciate the help!
