Tip: Again, Apply Scale.

At around 8:25, if you select all 5 circles and cannot inset them, that means you didn't apply scales to them.

Noticed this is the second video with that step simply skipped by the tutorial. Is there a hotkey to apply scale I'm not aware of, or is that part simply clipped out?

    You are right to point out the need to apply the scale. There are very rare circumstances when you wouldn't apply the scale when modeling.
    Jonathan mentioned in lesson 2 at around 2:30, when making the very first bevel on the corners to apply the scale for the console

    Also in this lesson when adding the speakers, Jonathan adds a plane and then enters edit mode before scaling.
    When scaling in edit mode the scale remains 1,1,1. as a result of scaling in edit mode there is no need to apply the scale.

    The hotkey for setting the scale to 1,1,1 in object mode is CTRL+A and select scale.
