So is there any other way than drivers. Or drivers are the only option we have.

I don't know if there are other ways, but personally, I'd use Drivers for this.

No, I tried other values as well. Values which are easily divided by 2 or has the same value works ok, but other than that not works.

Same thing happens with "Copy Rotation" constraint. It just creates a loop.
