I've found that both, vertex painting as well as the "Tint" Tool, have the same effect. In both cases you first have to go to "Edit Mode" and click on "Vertex Selection" , then switch to "Vertex Paint Mode" an turn "Vertex Selection Mask" on. Now you can either paint in "Vertex Paint Mode" or use the "Tint" tool in "Draw Mode" in order to limit your color to the selected vertices.
You can save a step: Just go straight to Vertex Paint mode and use selection mask options. Box, Circle and Lasso select can be accessed via shortcut keys to make selections. L to select Linked vertices, etc. I generally prefer this to the tint brush, as there is a "nuclear" option in Vertex Paint Mode too. Menu: Paint>>Set Color Attribute will fill the selection. Pain>>Reset Vertex Color will remove it.
