Hi, I turned on Vertex snapping with all the same settings as you, but when I hold CTRL to enable it and try to hover over another vertex, it does not highlight the vertex with a small orange circle like yours in the video and the snapping does not work. Is there some other preference or setting I need to enable? Thanks.

snapping is really powerful, but can be tricky when you're starting out. Make sure you watch the (snapping chapter in the ) Fundamentals of Modeling. There are no Preferences that need to be changed for this to work, but make sure that your Magnet icon is off (or don't use CTRL) and that Project onto Self is enabled (should be on by default):

ChinaDave perhaps to help... the CTRL button is the on/off switch to de/activate snapping
so if you turn snapping on, holding CTRL will turn it off/deactivate it...
if you turn snapping off, holding CTRL will turn it on/activate it...

Finally got it working, thanks! I was clicking the Move arrow and then holding CTRL, but not holding down the mouse button. Once I held the mouse button until I got to the vertex it worked fine. Now I just have to figure out why some extruded edges still show up after I hide all the top vertices.

If you hide edges it will leave some stragglers behind like this since some of the hidden edges are needed to make a face but the others can still exist on their own. That shouldn't happen if you're hiding in vertex or face select mode though, so if that's the case you likely have some duplicates. Glad the snapping thing worked out!
