There appears to be a problem with the downloadable file ShaderSchool_Toon_Shader.zip. Once unzipped, the resulting folder contains 34 different folders, each with names that appear to be hashes.
In an answer to a previous Question, Adrian Bellworthy commented that a similar problem with another file was caused by the migration to Mavenseed. Here is that question, for reference:

An update to your question, after reviewing the Toon Shader chapter of this course, the files available to download are for the assets used in the lessons. It looks like the Unity file containing the which installs the package with the scene, models, textures, etc., is missing.
CG Cookie is transitioning away from Unity, and therefore the file is no longer available.
With the age of the course and the version changes within Unity, the decision is to archive the course.

Probably for the best. The Unity shader graph has changed a lot since the tutorials were recorded and it was really difficult to follow the first lesson about it – so I moved on to another topic.
