There is a smooth vertices option under the vertex menu, but it is not an option for an entire model in one click. It will also shrink the selection toward the centre of the selection.
Its not an option for you on this model.
You will need to manually slide verts/edges to the desired position
The best option is to plan ahead, with more experience, this will become easier.
This way of modeling, imo, is not ideal for character modeling. I would start with a base mesh from a single vert extruded to form a skeleton shape and a skin modifier.
