Hi, is there a course on rigging a character like Melvin from scratch i.e. given a model, creating a rig for it from scratch without using any addons.

If you want rigging setups specific to characters, Kent's Pierro short film course is a great course with a whole section dedicated to building the character rig. It's older, but the rigging interface hasn't changed too much. Outside of cgcookie, P2 Design has a fantastic character rigging course also. It uses an add-on or two, but I think it has the "from scratch" vibe that you are looking for.

As Wayne mentions in the final video of this course, 'What Next', reverse engineering is a great way to learn how to rig anything.
Once you finish this course, and understand the fundamentals of rigging, dissecting a biped to see all the bones and how they work will advance your knowledge. I'm suggesting a 3d model biped, not your younger brother, to be clear. [Insert Disclaimer]

I would mirror what the others have said.
The older Piero course is excellent, but if you get stuck because of any changes, don't forget you can ask questions (or read the questions that have already been asked.)
The https://cgcookie.mavenseed.com/courses/rig-and-animate-a-treasure-chest-in-blender-2-8 course will show you some more concepts for a simple chest character with squash and stretch. (not the style of character you are asking for though - I know)
Pierrick's rigging course is very good (very much 'from scratch'), as well as Tudor's (CGDive) Rigify Course (Rig anything with Rigify)
The latter uses the inbuilt rigify addon so it's not 'from scratch', but even if you plan on using rigify I think it's a great idea to understand the basics of rigging first.
