I noticed the following course, Fundamentals of Blender Materials and Shading, precedes this one in the fundamentals learning flow. Does this course build on that one as a prerequisite or can either course be taken first?

I would say you could take either one first. The fundamentals of texturing goes through how texturing works in Blender, covering image textures and mapping to PBR and procedural texturing , whilst the fundamentals of materials and shading course, being a complex and quite overwhelming topic for beginners, demands a course of its own.
I would suggest the FoT maybe best first to understand texturing, and then FoMS to really get to grips with shaders.
It does build off of the Fundamentals of Shading to some degree, but not to a big extent, so you should be fine like Adrian mentioned. It's mostly useful for knowing the shader parameters that you might be plugging your textures into. If you have any questions then you can ask below the lesson ✌
