Particle hair tutorial result and question

I really enjoyed Kent's tutorial on styling and shading hair and am almost to the result I want. I have been flailing alot with particle hair, combing for weeks in some cases lol. The tutorial gave me a great process for just doing it a guide hair at a time which helps, but I want to animate the hair so there is fuller scalp coverage here.
I have watched just about every relevant Youtube tut on realistic hair (I want to create realistic chars) and saw somewhere a setting to lock the first few keys in place so they aren't affected by physics. I can't find it anymore, so I'll try pestering you guys for these two questions lol.

How do I lock the first few keys so they don't blow through or away from the scalp in wind (I already have collisions set up for the head) and how can I animate the physics in such a way that only the outer part of the hair is affected by light gusts of wind?

Is this a matter of making the wind fan super small and only pointing it at some of the hair, or will it will all blow away?

Any tips and critique for improvement would be appreciated on this whole subject lol. It is in every literal sense a hair-pulling experience getting this stuff under control. My final objective after new lashes and brows will be a character with very mild gust of wind affecting the hair.

    Probably not the most practical way of doing this, but you can weight paint the hairs:

    Here red means it won't move. You need to increase the Path Steps to be able to paint on all keys.

    This way you can fixate the hair around the roots and also the inner layers of hair.
