In Maya, I can select an edge loop and weight paint only on those selected vertices without affecting the neighboring vertices that aren't selected.
How do I do this in Blender?

It's called masking, and you can decide to mask the faces or the vertices. (all the regular selection operators work for selecting verts/faces but check the bottom information bar which tells you what buttons you can use)
