last year I remember someone telling me that the images as planes addon in blender has a lot more potential than we give credit for but sadly there's is not enough information out there to utilize cool effects you can pull of and any tutorial out there that mentions this addon is always surface level knowledge
here I took some photoshop bushes added them into blender and twisted the images around her arm to get this cool effect.
I think I've seen Ian Hubert do some Ian Hubert-y stuff with Images As Planes...but it's addressed more as part of his overall workflow rather than a specific video on the subject.

Another way to get a similar effect is diving into Grease Pencil. For instance, Julien Kaspar has some videos and sample files on the Blender Cloud where he used Grease Pencil to add fun glowy accents to his speed sculpts.
