We have been expericing some real depressing weather in Belgium lately and an add on the side of the road gave me the idea of creating something a bit more like summer.

The tiles do look like they are underwater.
I don't think the ball should be distorted as it is floating on the surface.
Also the diving board would be better raised off the ground a bit more judging by the shadow.
The weather in Europe has been bad to extremes this year.

Personally I would have tried to reduce the different colours to help give it a sense of calm . Maybe turn the tiles blue (or the water with volumetric) so you have blueish and yellowish + the red contrast of the ball.
