Briefly: Made a plane with x-y wave modifier. Actually 2 of them, in opposite directions, 1/2 cycle apart. Animated a falling ball to synchronize with the wave start. Applied an image texture to the plane. In Cycles, animated a mask effect to make image expand in a circle synchronized with the outer wave circle. I could provide lots of other details.
