After around 15 hours worth of research, head scratching and finally just guessing and messing about in Blender...I've finally fixed the tail rig!

As am I! This has been my first..massively in depth project that includes rigging...so it's definitely been a steep learning curve. But I've learned a lot, and definitely won't make that mistake again...
A lot of head scratching, and clicking through EVERY setting and menu I could find.
In the end, I just happened to notice that the Copy Rotation constraint had the suffix .L...on the right side - so it was taking it's data from the left hand side of the body...but it was positioned on the right. So that it would always be inclined to follow the left...including where it was positioned. Once I redid that, corrected a few mistakes with the smaller IK bones (situated inside the deformation bones), it all came together. I cannot describe the relief that I wouldn't have to start the rig again!
The IK bones inside of the Deformation bones weren't copying correctly. I only noticed when the Copy Rotation constraint was still being referred to a .L bone, instead of the .R as it should have been. Once I set them all back up again correctly, it worked like a treat!

how did you find what the problem was?
